Honestly, I don't really like any suggestion. . . except mine of course.
My pictures are made with Photoshop and the background is from an MS Wallpaper (1st suggestion) - freely available. I get them from time to time because I have subscribed to the MS newsletter.
Gimp has been available for Windows for a long time. It's really good now, but I'm used to PS.
