What version of QB64-PE?
And further, you get the error when?
- pressing F1 while the cursor is on a keyword
- selecting "Alphabetic Index" from the IDE Help menu
- following a link from another help page
Did you check you've any helpfiles in 'internal/help" folder? (should be 800+ files)
As a quick try please also load internal/config.ini into editor and change the protocol from https: to just plain http: in the "WikiBaseAddress" entry. Save the changes, restart the QB64 IDE and try again to use the help.
Pressing f1 on a keyword says "Help is not initialised, do it now?"
When I click to initialise I get the same error message:

When I try to use any of the options presented from Help, I now get the same message ( i think yesterday I was able to access the "by usage" list).
There are 1438 files (3.12M) in the Internal/Help folder
I have no idea how to do your last instruction, about changing the protocol of config.ini
